County Best Practices - Jail Diversion for Substance Users

Henrico County is trying to identify programs that have been implemented successfully in other Virginia communities where persons who have a problem with drug addiction can be referred by judges to treatment or recovery centers in lieu of incarceration.  If your locality has such a program in place, we would greatly appreciate any information you can provide.
